RULES AND REGULATIONS

CODE OF CONDUCT
Respect is a clear message from throughout the game that the health of football depends upon high standards of behaviour on and off the pitch. Players, coaches, managers, officials, fans and a host other participants are to conduct themselves in a manner to promote friendship and fair play before, during and after matches.

  • Respect is a behavioural code for Football.
    • Respect is about recognizing that the integrity of the game is more important than the result of the match.
    • Respect is about creating an understanding of what is acceptable and unacceptable behaviour in Football.
    • Respect is about those involved taking responsibility for the consequences of their own actions.
    • Respect is about supporting match officials to do their job. Without them we don’t have a game.
    • Respect is not a slogan. It is a collective responsibility of those involved in football to create a fair, safe and enjoyable environment in which the game can take place.

    PLAYERS CODE OF CONDUCT
    On and off the field, every player is expected to:
    • Adhere to the Laws of The Game.
    • Display and promote high standards of behaviour.
    • Promote Fair Play.
    • Always respect the match officials’ decisions.
    • Never engage in public criticism of the match officials.
    • Never engage in offensive, insulting or abusive language or behaviour.
    • Never engage in bullying, intimidation or harassment.
    • Speak to my team-mates, the opposition and manager with respect.
    • Remember we all make mistakes.
    • Win or lose with dignity. Shake hands with the opposing team and the referee at the end of every game.

    To any player or team who does not follow the Code, any/all of the following actions may be taken by the Organisers:
    • Be required to apologise to team-mates, the other team, and referee or team manager.
    • Receive a warning from the Organizing Committee.
    • Be dropped or substituted.
    • Be suspended from game(s).
    • Not be selected for the team.
    • Be required to serve a suspension.
    • Be fined.
    • Be required to leave the tournament.

    DURATION
    1.1 All matches consist of 2 halves, 10 minutes duration per half.
    1.2       The half time interval shall be a minimum of 3minutes and maximum of 5 minutes duration.

    START OF PLAY & BREAKS IN PLAY
    2.1       The opposition must be a minimum of TWO METRES from a kick in or a corner kick.
    2.2       There is no offside. Players may place themselves in any part of the playing area without any restriction, including the goal areas.
    2.3       When a player is taking a free kick, the opposition shall be a minimum distance of TWO METRES from the ball until it is in play.
    2.4       All free kicks that happen around the goal area must be a minimum distance of 1m from the goal area.
    2.5       A penalty kick shall be taken from the penalty mark or from the edge of the area directly in line with the centre of the goal.
    2.6       A goal cannot be scored directly from a kick in.

    SLIDING TACKLES
    3.1       Please note particularly that charging/sliding tackles are forbidden and shall be penalised by the awarding of a free kick.
    3.2       Persistent charging / sliding tackles shall result in a yellow card.

    PLAYERS EQUIPMENT
    4.1       All players MUST wear shin pads. This is compulsory and failure to do so may result in that player being excluded from play.
    4.2       Permitted footwear on sand dressed turf is astroturf boots or trainers. Permitted footwear on rubber crumb turf is astroturf boots, trainers, or football boots with non-metal blades or non-metal studs.

    Failure to wear the appropriate footwear may result in that player being excluded at the referee’s discretion.

    SUBSTITUTES
    5.1       Three (3) substitutes per team shall be permitted during a game.
    5.2       These substitutes may be pooled from the team’s registered players but must be nominated at the start of the match.
    5.3       The rules of the competition allow unlimited rolling substitutions.
    5.4       The conditions for making a substitution are:
    –           The referee must be informed before a substitution can be made.
    –           The player leaving the field shall do so from their own goal line.
    –           The player entering the field must do so from their own goal line but not until the other player has left the field.
    TEAM & CAPTAIN’S ROLE
    As the team, you are agreeing to the Playing Rules of BOS LAGOS COMMUNITY SOCCER CHALLENGE as set out herein. It is the responsibility of the Team Manager/Coach to be the primary contact for the team and all players involved. By allowing a player to take part in a club’s match, you are confirming that a player is aware of and will abide by these rules.

    JOINING
    When a team joins a BOS LAGOS COMMUNITY SOCCER CHALLENGE, they are committing to the duration of the season.

    PLAYER REGISTRATION & ELIGIBILITY
    6.1       All clubs shall be given a Team Registration form prior to every match-day.
    6.2       Teams of mixed gender are allowed under FA rules.
    6.3       The captain must ensure that all players have completed this form and handed the sheet to a BOS LAGOS COMMUNITY SOCCER CHALLENGE representative.
    6.4       Players can only be registered for one club in each season.

    THE GOALKEEPER
    7.1       The goal keeper is allowed out of his goal area. Once he has crossed onto the outfield, he shall be treated as a normal player.
    7.2       The goal keeper cannot take the ball back into his area from the outfield.
    7.3       There is no restriction on the goalkeeper using feet in the area during active play. This includes returning the ball into play using a kick. However, where there is a restriction the following applies:
    7.4       Goal keepers may save with their feet, may also pass or clear with their feet.
    7.5       Infringement will result in a free kick 2 metres outside the area.
    7.6       For the goalkeeper to restart play he must throw ball with an underarm and under knee height in a horizontal or downward direction.
    7.7       Penalty for infringements of the rules above is a free kick to the opposition 1m from the goal area.

    INSURANCE
    All participants are advised that BOS LAGOS COMMUNITY SOCCER CHALLENGE is unable to provide personal injury insurance or player-to-player insurance. You are advised to purchase this as a team or individually.

FORMAT
8.1       The competition shall be played on a knockout basis. The tournament shall consist of 5 Lagos divisions containing several teams.
8.2       Matches shall be played on a knockout bases. Teams shall play each other once over a period till the champion emerges. In the case of a draw an initial 3 takes per team before the ‘sudden death’ first to lose as a winner must emerge.
8.3       The Organisers may change the match day, times, venue or playing format where it is to the advantage of the tournament.
8.4       All BOS LAGOS COMMUNITY SOCCER CHALLENGE venues are non-smoking, this includes spectators.
DIVISION WINNER, QUALIFICATION
9.1       Matches are zoned into the 5 divisions of Lagos State, namely Ikeja, Badagry, Ikorodu, Lagos and Epe.

Ikeja, Lagos and Badagry zones will be split into two groups as the zones are much larger and far more populated than Epe and Ikorodu. This makes 8 groups which will each produce 1 quarter finalist for the final round at Campos Mini Stadium.

9.2       The winners of each division at every phase shall be awarded associated prizes, which may be kept indefinitely.
9.3       At the organiser’s discretion, trophies, momentos or medals shall be awarded to teams and players within winning teams.
9.4       BOS LAGOS COMMUNITY SOCCER CHALLENGE reserves the right to amend the league structure and format.

FIXTURES
Fixtures shall be created by BOS LAGOS COMMUNITY SOCCER CHALLENGE organizing committee and where possible teams shall be given the full range of fixture times.

ABSENCES
10.1     If a team is absent for a fixture without giving proper notice the opposition shall be awarded the game.

10.2     If a team is late by more than 5 minutes or do not have enough players they are deemed to be absent. A walkover process shall commence after 5 minutes of delay.

ABANDONED GAMES
11.1     In all cases where BOS LAGOS COMMUNITY SOCCER CHALLENGE is satisfied that a game has been abandoned through the fault of one of the teams, the match shall be awarded to their opponents.
11.2     In the event of a game being abandoned through any extreme cause which is beyond the control of both teams then there shall be a replay.

NUMBER OF PLAYERS
12.1     The number of on-field players is 5 with a maximum of 3 substitutes.
12.2     The number of players allowed in your squad is 8 for the whole season, however all players must be registered to your team before they play.
12.3     A game will be abandoned and awarded to the opposition if the team is unable to field the minimum (4 players) required number of players from the start of play or during.

SECONDARY COMPETITIONS
13.1     Where there is a Player of the Season competition the award will be given to the player with the most Player of the Match winner. If two or more players are equal in Player of the Match winner then the Player of the Season will be decided by the league manager.
13.2     Where there is a Golden Boot competition the award will be given to the player who scores the most goals in a season. If two or more players are equal on goals scored at the end of the season then the player with the most man of the match winner will win the Golden Boot.

DISCIPLINARY
14.1     BOS LAGOS COMMUNITY SOCCER CHALLENGE operates it competition under strict guidelines with regards to discipline and conduct.
14.2     If in the opinion of BOS LAGOS COMMUNITY SOCCER CHALLENGE the conduct of any club or player brings the competition into disrepute, BOS LAGOS COMMUNITY SOCCER CHALLENGE reserve the right to make their sanction
14.3     BOS LAGOS COMMUNITY SOCCER CHALLENGE reserves the right to prohibit any player or team from taking part temporarily or permanently in this or other competitions due to misconduct of any kind.
14.4     During a game the referee may award a yellow or red card depending on the severity of misconduct.
14.5     A yellow card is awarded to caution the player while 2 yellow cautioning to same player in same match means automatic suspension of the player from the game, he shall not take any further part in the game. The team can only replace after the end of the half.
14.6     If a red card is awarded the offending player shall not be allowed to take further part in the match and shall be suspended from BOS LAGOS COMMUNITY SOCCER CHALLENGE for a minimum of 1 match.
14.7     There are various red card offences which carry heavier suspensions from the BOS LAGOS COMMUNITY SOCCER CHALLENGE.

MISCONDUCT DEALT WITH BY BOS LAGOS COMMUNITY SOCCER CHALLENGE (1 Match Ban):
– Receiving a 2nd Yellow card.
– Denying an obvious goal scoring opportunity by physical means or by deliberately handling the ball.
– Use of offensive or insulting or abusive language / gestures.

RIGHT OF APPEAL
1.1 Any appeal against a decision of BOS LAGOS COMMUNITY SOCCER CHALLENGE must be made to the organizers less than less than 6 hours after event/issue in a written or typed addressed to the Coordinator, Organizing Committee, BOS LAGOS COMMUNITY SOCCER CHALLENGE.
