POCACOV is a key national initiative of the Nigeria Police Force designed to combat cultism and other social vices through non-kinetic, preventive, and community-driven strategies.

According to a statement issued by the Force Public Relations Officer, CSP Benjamin Hundeyin, the appointment reflects the IGP’s ongoing commitment to modern, intelligence-led, technology-driven, and citizen-centred policing. The initiative places emphasis on early intervention, public trust, and sustained engagement with communities nationwide.

SP Ikwen, described as a seasoned police officer and development practitioner, brings a wealth of experience to the role. She holds a PhD in Computer Science with specialisation in Artificial Intelligence and Data Science from the University of Calabar. Her background spans technology-driven policing solutions, strategic communication, research, and inter-agency collaborations. She is also a member of the Institute of Strategic Management of Nigeria and the Institute of Conflict Management & Negotiation Analyst.

In her new capacity, SP Ikwen is expected to broaden POCACOV’s reach across schools, tertiary institutions, youth communities, and other public platforms. Her mandate includes strengthening campaigns on cultism, drug abuse, cyber vulnerabilities, gender-based violence, misinformation, and other emerging social vices through preventive and community-focused approaches.

The IGP further charged her to deepen partnerships with community leaders, civil society organisations, educational institutions, and youth groups who continue to support POCACOV’s mission.

The statement was signed by CSP Benjamin Hundeyin, Force Headquarters, Abuja, and dated November 22, 2025
