The Office of Transformation, Creativity and Innovation (OTCI), coordinated participating MDAs on behalf of the State to drive targeted reforms aimed at improving the ease of doing business. This included strengthening inter-agency collaboration and advancing reforms in digital processes, land administration, taxation e.t.c.
OTCI expanded the establishment of the advocacy on Growth Mindset within the Lagos Public Service and this has significantly enhanced institutional awareness and behavioural transformation across Ministries, Departments, and Agencies (MDAs), Hospitals, Education and Health Districts, as well as Local Governments and Local Council Development Areas (LG/LCDAs). Through the training of over 876 Officers, the initiative has fostered a culture of continuous learning, adaptability, innovation, and improved problem-solving within the Service.
– The onboarding of 37 new Creativity and Innovation Ambassadors across MDAs strengthened decentralized coordination and reinforced sustained engagement in the implementation of the Creativity and Innovation Initiative across the Lagos State Public Service.
– The Annual Public Service Ideas Day Innovation Competition organized by the Office of Transformation, Creativity and Innovation (OTCI) served as a strategic platform for showcasing, evaluating, and selecting innovative solutions developed by Public Servants, while promoting a culture of creativity, collaboration, and problem-solving across MDAs within the Lagos State Public Service.
– The 2nd Edition of the HR Summit, themed “Transformative Onboarding: Integrating Core Competencies within the Administration and Human Resource Cadre,” strengthened strategic human resource management and institutional reform within the Lagos State Public Service.
– The Evidence-Based Monitoring and Evaluation Exercise on the SPADEV Reporting System strengthened the capacity of MDAs to effectively implement performance management processes across the Lagos State Public Service.
– The OTCI Workshop on Job Description and Target Setting/KPIs for all Cadres of Officers in the Lagos State Public Service strengthened role clarity, performance alignment,
and accountability across MDAs.
- The Workshop on Performance Management for Heads of Administration and Human Resources (A&HR) and Next-in-Line officers strengthened the capacity of Administration and HR departments across the Lagos State Public Service to effectively manage and drive performance systems within their MDAs.
- The Office of Transformation, Creativity and Innovation (OTCI) secured 3rd position in the 2025 Environmental Hygiene and Sanitation Assessment conducted by Ministry of
Environment and Water resources; underscoring the Office’s dedication to maintaining a clean, safe, and enabling work environment.
- The pilot phase of Tracking and Evaluation of Government Reform Programmes strengthened accountability, transparency, and performance monitoring across Ministries, Departments, and Agencies (MDAs) through the introduction of data-driven analytics.
