LASG Enforces Approval for Solar Installations, Building Alterations in State Estates

The Lagos State Government has reaffirmed that residents of its housing estates must obtain official approval before carrying out any external modifications or installing solar panels on their properties.

This directive was reiterated by the Permanent Secretary, Ministry of Housing, Engr. Abdulhafis Toriola, following a recent social media complaint questioning the Ministry’s enforcement team during a routine compliance check at the Lagos State Millennium Housing Estate, Ibeshe.

Toriola clarified that the approval requirement is not new, noting that it is clearly stated in the Letter of Allocation and Allottees Guide issued to homeowners. According to him, any structural adjustment—including solar panel installation—falls under regulated modifications requiring prior consent from the Ministry.

He explained that the policy is aimed at protecting shared infrastructure such as rooftops, walls, and water systems, while also reducing risks associated with poorly installed solar equipment, including fire outbreaks and structural damage.

The Permanent Secretary revealed that the government had to introduce stricter guidelines after repeated incidents of roof leakage and fire hazards linked to unregulated solar installations within state estates.

He further emphasized that government housing schemes are designed as interconnected communities, with shared facilities across blocks that can house multiple families. As such, uncoordinated alterations by individual residents can compromise the safety and integrity of entire buildings.

To address this, the Ministry has put in place detailed standards covering installation procedures, material quality, technical expertise, and equitable allocation of roof space to prevent conflicts among residents.

Toriola added that these measures are also intended to ensure proper insurance coverage for buildings and protect the interests of all occupants.

While encouraging compliance, the Ministry assured residents of its openness to feedback and continuous engagement through public awareness campaigns. Allottees are advised to consult the Ministry whenever in doubt and strictly adhere to laid-down procedures to maintain safety and harmony across Lagos State housing estates.
