Iba-LCDA, Lagos — August 7, 2026: The Iba Local Council Development Area (LCDA) has concluded a two-day induction and training programme for newly appointed political office holders, alongside a refresher course for management staff, as part of efforts to strengthen administrative capacity and improve service delivery to residents.
The programme, held from Thursday, August 6 to Friday, August 7, 2026, at Crown City Hotel and Resorts, Agbara-Atan Road, by Doyin Bus Stop, Ogun State, was organised under the leadership of the Executive Chairman of Iba LCDA, Hon. Yisa Abiola Jubril (ABILA).
A major highlight of the programme was a session facilitated by Barrister Paul Ayoko, who focused on the importance of maintaining a cordial, professional and productive working relationship between political office holders and Heads of Departments/Units (HODs/HOUs).
Ayoko stressed that effective local government administration depends on mutual respect, clear communication, teamwork and a proper understanding of the distinct roles of political leadership and the career civil service.
According to him, while political office holders are responsible for providing policy direction, Heads of Departments and other professional staff have a critical role in translating government policies into effective programmes and quality services for the people.
He cautioned against unnecessary interference, avoidable conflicts and communication gaps, urging both political and administrative actors to work collaboratively in the overall interest of residents.
The facilitator also examined the relationship among the three arms of government, emphasising the importance of cooperation, checks and balances, mutual respect and a clear understanding of constitutional responsibilities in promoting good governance.
He explained that governance is more effective when the Executive, Legislature and Judiciary operate within their respective statutory mandates while maintaining institutional cooperation and accountability.
Ayoko further noted that harmonious institutional and intergovernmental relationships are essential to promoting transparency, stability, accountability and sustainable development at the grassroots.
Beyond institutional relationships, the training provided participants with opportunities to refresh their knowledge of leadership, public administration, teamwork, institutional responsibilities and effective service delivery.
Speaking on the significance of the programme, Hon. Yisa Abiola Jubril, Executive Chairman of Iba LCDA, reaffirmed his administration’s commitment to continuous capacity building for both political office holders and career officers.
He noted that a well-trained workforce, combined with politically conscious and responsible leadership, remains essential to delivering responsive, people-oriented governance.
The Chairman urged participants to translate the knowledge and skills acquired during the programme into improved performance and better service delivery in their respective areas of responsibility.
Hon. Jubril expressed optimism that the training would further strengthen collaboration among political office holders, management staff and other stakeholders, ultimately enhancing the efficiency and effectiveness of the council.
The successful completion of the programme underscores the administration’s commitment to building a competent, united and service-driven local government capable of responding effectively to the needs and aspirations of its residents.
