The bills are the product of months of extensive legislative work by the House Committee on Constitution Review, which received and reviewed numerous amendment proposals from lawmakers, government agencies, professional associations, civil society organisations, traditional institutions, and citizens nationwide.

To ensure broad public participation, the committee conducted zonal and national public hearings, stakeholder consultations, expert sessions, and town hall meetings across Nigeria’s six geopolitical zones.

The proposed amendments cover several critical areas, including electoral reforms, judicial reforms, security and policing, local government administration, inclusive governance and citizenship, legislative matters, devolution of powers, human rights, fiscal reforms, institutional strengthening, traditional institutions, and the creation of states and local governments.

A major highlight among the bills is the proposal seeking to establish a constitutional framework for State Police. The initiative has emerged as one of the most debated issues in the current constitutional review process, attracting widespread public interest and engagement across the country.

According to the House, the State Police bill is designed to strengthen Nigeria’s security architecture by introducing an additional layer of policing while providing constitutional safeguards, clear operational guidelines, oversight mechanisms, and a defined relationship between federal and state policing authorities.

Speaking on the development, the Deputy Speaker of the House of Representatives and Chairman of the House Committee on Constitution Review, Benjamin Okezie Kalu, described the release of the final draft as a significant step toward building a more responsive and effective constitutional framework.

He stated that the proposals reflect extensive consultations, careful scrutiny, and bipartisan collaboration, adding that they embody the aspirations and recommendations of Nigerians from all walks of life.

Kalu noted that the State Police proposal responds to longstanding calls for a more decentralised and effective policing system capable of addressing evolving security challenges across the federation.

“The release of the final print of these Constitution Alteration Bills reflects the extensive consultations, careful scrutiny, and bipartisan collaboration that have characterised this reform process,” he said.

He further reaffirmed the House’s commitment to strengthening democratic governance, deepening federalism, promoting inclusion, enhancing security, and building institutions capable of meeting the demands of a modern and prosperous nation.

The House is expected to vote on the bills during Thursday’s plenary session, subject to the constitutionally required quorum. If the quorum is not met, consideration and voting will be deferred to the next legislative day in line with constitutional provisions and the House Standing Orders.

The House of Representatives reiterated its commitment to an open, transparent, and inclusive constitutional review process aimed at strengthening democratic institutions, promoting national unity, improving governance, deepening citizen participation, and addressing the evolving needs of Nigerians.
