Speaker Abbas Leads Transparency Drive as House Releases Four Tax Acts

In a decisive move to reinforce transparency and public confidence in the legislative process, the House of Representatives has released the four tax reform Acts recently signed into law by President Bola Ahmed Tinubu, GCFR, for public record, verification and reference.

In a decisive move to reinforce transparency and public confidence in the legislative process, the House of Representatives has released the four tax reform Acts recently signed into law by President Bola Ahmed Tinubu, GCFR, for public record, verification and reference.

The release, undertaken under the leadership of the Speaker of the House, Rt. Hon. Abbas Tajudeen, Ph.D., GCON, follows directives issued jointly with the President of the Senate, Senator Godswill Akpabio, GCON, for the immediate publication of the Certified True Copies (CTCs) of the Acts, including the presidential endorsement and assent pages.

The action comes amid public concerns and allegations over the circulation of unauthorised and allegedly altered versions of the tax laws. By ordering the prompt release of the certified documents, the Speaker underscored his commitment to transparency, legislative integrity and the protection of public trust in Nigeria’s law-making institutions.

The House was alerted to the discrepancies after a vigilant member raised a point of privilege upon identifying inconsistencies in versions of the tax laws in circulation. Acting swiftly, Speaker Abbas directed an internal verification process and authorised the public release of the certified Acts to dispel doubts, restore clarity and safeguard the integrity of the legislative record.

From the onset of the tax reform initiative, Speaker Abbas provided firm leadership through extensive stakeholder engagement, committee scrutiny, clause-by-clause consideration and robust plenary debates. Throughout the process, he consistently emphasised that meaningful tax reform must be anchored on clarity, fairness, inclusiveness and strict adherence to constitutional and parliamentary procedures.

The four Acts released are:

The Nigeria Tax Act, 2025

The Nigeria Tax Administration Act, 2025

The National Revenue Service (Establishment) Act, 2025

The Joint Revenue Board (Establishment) Act, 2025

Collectively, the legislations form the foundation of Nigeria’s modern tax reform framework, aimed at improving revenue administration, enhancing compliance, reducing inefficiencies, eliminating duplication and strengthening fiscal coordination across the federation.

In reaffirming the authenticity of the released documents, Speaker Abbas assured Nigerians that the National Assembly remains an institution governed by established rules, procedures and archival systems that preserve the integrity of every law enacted.

“The National Assembly is an institution built on records, procedure and institutional memory,” the Speaker said. “Every Bill, every amendment and every Act follows a clear constitutional and parliamentary pathway. Once a law is passed and assented to, its integrity is preserved through certification and proper custody. There is no ambiguity about what constitutes the law.”

He further stressed that the only valid and authoritative versions of the four tax Acts are those certified and released by the National Assembly, urging the public and stakeholders to disregard any other documents in circulation.

In line with this directive, the Clerk to the National Assembly has concluded arrangements with the Federal Government Printing Press to ensure accuracy, conformity and uniformity in the production of the Acts. Certified hard copies have been circulated to members of the National Assembly and made available to the public to guarantee uniform reference and legislative certainty.

Meanwhile, the House confirmed that the Ad-Hoc Committee chaired by Rt. Hon. Muktar Aliyu Betara, OON, continues its work to ascertain the circumstances surrounding the circulation of unauthorised versions of the laws and to recommend measures to prevent a recurrence.

The House of Representatives, under the leadership of Speaker Abbas Tajudeen, reaffirmed its unwavering commitment to constitutionalism, the rule of law, transparency and accountable governance, pledging to strengthen internal controls and protect the integrity of Nigeria’s legislative process in the interest of the Nigerian people.
